Cant imagine how these new cars would invade the market in the future. They are like toy cars. If you are looking in to getting a smaller, more fuel efficient vehicle, then you could look into a Scoot Coupe.  The Scoot Coupe is a very small, three wheeled vehicle – it seats two, has a four stroke, single cylinder engine that comes in 50 and 150cc sizes, that is capable of up to 50mph and gets 70 miles per gallon plus.  It goes for less than $10,000.  It's made by Panther Motors, located in Florida.  The Scoot 150cc version will require owners to have a motorcycle license, but the 50cc doesn't.  The Scoot Coupe lists for $6599 at most, more than a few paycheck loans, but far cheaper than a hybrid.

Arkansas Any vehicle that meets federal highway safety standards for operation on public streets and highways may be registered, but if a vehicle cannot keep up with the prevailing traffic flow, the operator may be cited.
Colorado Does not specifically adopt FMVSS 500. The statute was enacted in 1997 before FMVSS 500 was adopted.
Georgia Amber strobe light required.
Hawaii 1,800 lbs unladen weight, slow moving vehicle emblem required.
Illinois NEV's allowed to operate only on roads that have been authorized by the Dept of Transportation or local government by ordinance and only after specific signage has been posted. Must have red reflectorized warning devices on front and rear, a slow moving vehicle emblem on the back, and must operate with headlights and tail lamps lighted.

2,200 lbs maximum gross weight.
Montana 35 MPH Top Speed Allowed!
Nevada 1,800 lbs maximum unladen weight.
New Jersey 25 mph streets with government discretion to go up to 35 mph streets. Must have 25 mph vehicle decal and die-stamped VIN.
