In about 6 months, we'll be switching from analog to digital signals. An estimated 70 million TVs will become obsolete. How should we address a possible environmental nightmare?

They are. Hopefully most people will purchase a subsidized converter and not throw out their TVs.

Unfortunately, many will replace their old TVs. Even if the proportion of TVs not finding a second life reaches 10% (and I feel very optimistic), that's 7 million that will meet the same fate as so many other elctronic consumer products.
if my TV stops receiving signal (I haven't bothered to check and I kinda want to be surprised) I won't toss it. There are only like 2 shows we watch anyway, I can still play video games or watch stuff via my pc with it, which is where the majority of it's use lies anyway.
